The project is a large-scale comprehensive public construction project invested and constructed by the Zhejiang Branch of China Life Insurance Co., LTD. It is located in the core CBD area of Qianjiang New City, Hangzhou City, adjacent to the Hangzhou Civic Center across the street. The building design consists of three high-rise buildings (the main business building, the secondary business building and the training center building), as well as their podiums and basements. Concrete-filled steel tube frame - reinforced concrete core tube structural system. Among them, the main business building has 42 floors above ground and a height of 189.7 meters. The 39-story business annex building has a height of 175.6 meters. The training center building has 32 floors and a height of 136.15 meters. The podium has 5 to 6 floors and the basement has 5 floors.

In terms of comprehensive management of approval and construction application, we made overall arrangements, closely advanced the pre-construction management of the project, completed all procedures and work as planned, and officially started the project on schedule. In 2018, we completed the filing work for planning acceptance, special acceptance of outdoor greening, and special acceptance of civil air defense projects.
In terms of design management, due to the adjustment of the construction unit's own industry policies in the early stage of the project, in order not to affect the construction period target, the Department of the Whole Process Engineering Consulting Management dispatched professional personnel to the design institute for coordination and promptly resolved the problems encountered in the design process, completing the construction drawing design 25 days ahead of schedule. Strengthen design management, put forward over 500 review opinions on drawings (including reasonable suggestions), covering all specialties, and reduce subsequent rework and claims. By putting forward reasonable suggestions and optimizing the design, approximately 120 million yuan of investment was saved.
3. Promote the bidding and procurement work in a reasonable and scientific manner. The "Bidding and Procurement Management Measures" were formulated to implement hierarchical control over bidding and procurement. Planning suggestions for the division of bidding sections and the classified contracting of specialized projects were proposed to the project entrustors. All bidding and procurement work was advanced in an orderly manner. Through the review of the bidding control prices compiled by cost consulting companies, a cumulative net reduction of over 30 million yuan was achieved, and the control effect of saving investment was realized during the bidding stage.
4. Investment control and management measures. Prepare the funding plan for the project implementation, and manage and pay the progress funds of the project. Apply advanced engineering valuation methods to compile and decompose the "Project Cost General Control Plan", and establish a project cost pre-control system. Comprehensively assess the impact of technical changes proposed by all parties on design, construction period, cost and later operation, and control design changes that affect construction period and cost. At all stages of design, strengthen the control of design estimates and implement limit design management. Track and manage the implementation of investment estimates during the construction phase. The overall investment throughout the entire process of the engineering construction is controlled within the range of the investment estimate.
5. Progress plan management measures. Prepare the construction progress control plans for the overall project and each individual project, and on the basis of these plans, establish two planning systems, namely the internal monthly/weekly planning system. Urge all parties involved in the construction to formulate their respective work plans in accordance with the requirements of the above-mentioned overall progress control plan, making them coordinate with each other to form a three-level progress planning system. Supervise and inspect the implementation of various plans. The consulting unit should give full play to its professional advantages to uniformly manage all on-site construction units. Regularly organize project leader meetings to analyze the implementation of the progress plan, correct deviations, and track the implementation to ensure the realization of the overall progress control plan.
6. Engineering quality management measures. Formulate the quality objectives and working system of the project, organize the participating construction units to establish a quality assurance system, and after the design unit completes the preliminary design, prepare the preliminary quality control implementation plan. After the completion of the construction drawing design work, update and deepen the quality control implementation plan, and conduct quality management of the project in accordance with the latest approved quality control implementation plan. The quality objective of this project is to ensure the "Lu Ban Award". During the project implementation stage, organize all participating construction parties to conduct regular on-site inspections. Based on the evaluation requirements of the Lu Ban Award and in combination with the on-site effectiveness, evaluate the design results of the special project Improve project construction and ensure project quality.
