The total construction area of the new campus project of Hangzhou Polytechnic College of Science and Technology is 320,000 square meters. Some individual buildings are as follows:


The training building is located in the southeast corner of the campus. It is a landmark building of the campus and the eastern part of Fuyang. It has 17 floors above ground and 1 floor in the basement. The project is an integrated entrepreneurial building that combines teaching, learning, research and business, reflecting the goal of contemporary higher vocational education in cultivating students and the characteristics of serving the regional economy. As a landmark building planned for the campus and its surrounding areas, it adopts a point-style high-rise structure. The combination of the point-style high-rise buildings and the multi-story buildings on the west side creates a staggered height effect, maintaining an overall refinement and presenting a different visual perspective. Through rich shapes, it brings a distinctive landscape effect to the west of Fuyang City.


The Cultural and Sports Center is located in the northwest corner of the campus. It is a cultural and sports venue open to Fuyang City, consisting of an 800-seat theater, an art center (Building 1), a 2,500-seat main sports hall (Building 2), a sports auxiliary hall (Building 3), an activity center (Building 4), and a 5# elevated platform. The building, through its facade structure and the combination of different colored rock chip real stone paint, embodies the two major connotations of art and sports. The novel and modern architectural form, when paired with the surrounding ancient-style facade decoration of individual buildings, fully showcases the long-standing campus culture and promising prospects for leapfrog development of Hangzhou Institute of Science and Technology.


The library consists of a library and a lecture hall. It has a five-story structure, including one underground floor. The library is a landmark building in the new campus. The upper part features an irregularly shaped stone facade, while the lower part is a transparent glass curtain separated from the stone. The design concept is inspired by the stones rolling down from the mountain, which is in line with the characteristics of the mountain-water campus of Hangzhou Polytechnic College of Science and Technology. Through rich and diverse architectural forms, it brings a distinctive landscape effect to the school.


As the agent construction unit, the company's main control measures and achievements are as follows:


1. Pre-project management


Assist the owner in handling the approval procedures for planning, environmental protection, civil air defense, earthquake resistance, landscaping, sanitation, etc., and complete the selection of design schemes, engineering investigation, preliminary design and approval. Complete the construction drawing design and approval; Assist in the construction preparations and related procedures before the start of the project, such as power supply, water supply, road access, and site leveling, to ensure the project starts on schedule.


2. Bidding and procurement management


Assist the owner in organizing specific bidding management work and coordinate the bidding work during the construction process of the project. Arrange the bidding work plan, review the work of the bidding agency, and cooperate in setting the technical parameters of the equipment to be tendered.


3. Contract Management


Assist the owner in reviewing and analyzing the contract conditions, negotiate with the contractor and sign the contract; Supervise and manage the performance of contracts, and summarize and analyze the contract performance of the project. The tracking and management of contracts, the coordination of the implementation of each contract, and the coordination of the relationships among the various contract entities; Establish and improve the contract management archives and conduct contract information management.


4. Design Management


Assist the owner in reviewing various design changes, put forward opinions and optimization suggestions, and have cumulatively proposed over 1,500 design optimization suggestions. Organize and coordinate the design department and construction units to implement various design changes. Organize the design unit to conduct on-site design technical briefings, review the opinions and suggestions of the construction unit on the design documents, study them together with the design unit and urge the design unit to implement them.


5. Investment Management


Break down the project investment for the owner's review and decision-making. Manage the project construction funds on behalf of the owner: During the project implementation process, prepare the plan for the use of engineering funds. According to the progress of the project and in accordance with relevant contracts, put forward opinions on the payment of funds. After being approved by the owner, report to the owner for review and approval, and handle the procedures for the disbursement of funds. Approve matters related to the payment of project funds; Track and audit the final accounts.


6. On-site construction management


In terms of project progress control, under the premise of ensuring project quality, based on the overall construction period requirements of the owner, a control progress target for the project is proposed. On this basis, the construction implementation schedule plan proposed by the contractor is reviewed and approved, and its implementation is inspected. The contractor is urged to take practical measures to achieve the contractual target requirements.


Construction quality control: Organize the review of the quality control system and measures of the contracting unit, and verify the quality documents. Based on the engineering construction contract documents, design documents, technical specifications and quality inspection standards, inspect the preparatory work before construction and supervise the construction procedures and resource input.


7. Project cost control


Review the project measurement and cost detail accounts submitted by the construction unit. After being approved by the owner, issue the payment vouchers. Assist in conducting claim investigations and negotiations, and propose handling suggestions. Organize the handling of contract and project changes, submit a written report on the handling of contract and project changes, and attach the change requirements explanations from the supervision, design, construction and other units. After obtaining the consent of the owner, issue the change instructions. Be responsible for balancing and coordinating the costs of each individual project within the total project cost.


8. Supervision of construction safety and civilization


Strictly implement in accordance with the requirements of the Zhejiang Province Construction Safety and Civilized Construction Standardized Site and the Hangzhou City Construction Project Safety Production and Civilized Construction Standardized Model Site, operate in accordance with safety norms, and organize the review of construction safety measures, labor protection and environmental protection facilities, etc. Implement safety measures and safety responsibility systems to ensure safe and civilized construction. No quality and safety liability accidents occurred.
