The Quzhou Central Hospital (Central Hospital at the Border of Four Provinces) project is a Grade-A tertiary general hospital. It is the first project in Zhejiang Province to implement the full-process engineering consultation management model. The construction content includes the outpatient and emergency building, medical technology building, inpatient building, administrative and research building, infectious disease building, characteristic diagnosis and treatment center, cancer center, etc. The project is scheduled to complete the first phase of construction by the end of 2021.

【 Project Progress Control Effectiveness 】 Under the overall quality and progress control goals, the project department, through the overall planning of project implementation, assisted the owner unit in quickly sorting out various matters, and used systematic and scientific viewpoints, theories and methods to plan, organize, direct, coordinate and control the project implementation, playing a good role. This includes the preparation of various work plans, project management manuals, operation instructions, etc., to guide the implementation of the project. In light of the actual situation of the project and the "two threes" construction goal of "starting in March 2018 and completing in three years", the project department has formulated a bidding planning scheme, clearly defining the bidding mode, scope and plan. For the adoption of the EPC engineering general contracting model, the project department submitted the "Analysis and Suggestions on the Project's Selection of the EPC Engineering General Contracting Model", elaborating on the advantages and disadvantages of EPC engineering general contracting, the scope of tendering, specific pricing models and maximum price limits, scoring criteria, contract terms and other contents, setting complete contract terms, clarifying the relationship of responsibilities, rights and interests, and reducing the time for contract negotiations. Speed up the contract signing process.
【 Project Investment Control Effectiveness 】 We strictly implemented the relevant documents of the provincial, municipal and district governments, strictly carried out investment control work during the bidding and contract signing process, and strictly conducted measurement, pricing, change confirmation and final account review in accordance with the contract. The investment was controlled within the budget range. Strengthen the control of each link in the construction process, save investment, control costs and improve efficiency. So far, there has been no phenomenon of exceeding the budget estimate in the project.
